Charlie needs a foster!

Charlie is a handsome yellow lab with some weird behavioral quirks. He does this weird licking motion, as though there is something in his throat, but there is nothing there. Poor dog came in with a chain you could tie down a boat with around his neck. Overall he just seems.....weird. He's been evaluated by a vet, who couldn't find anything obviously wrong, so we're not sure if it's possible he could have some neurological problems, or maybe he has just developed some neuroses or quirks due to the stress, boredom, etc., of being chained.

It would be great to get him into a foster home that could observe him carefully in different situations, and work with him a little bit to see if he will come around. The ideal foster home would have a fenced in yard to see how he behaves outside....we're also wondering if some of his behavior could be confusion at being indoors, after spending all of his life on a chain.

He is a super nice dog, no aggression at all. Unfortunately he is also hw+, so the decision needs to be made as to whether or not he is adoptable before he is treated, and having him observed in a foster home would really help with that. If anyone is interested, please let me know!
